Rule 13
Blind Literature Packet
(a) any paper, newspaper, book and sound record, article or letter-transmitting plate printed in “Braille” or in a special manner for the use of the blind shall be taken as blind literature,
(b) The said items should be sent in the name of or by an educational institution recognized by the Government of Nepal. The package of such items shall contain the items mentioned in Clause (a) of this rule specially printed for the use of the blind and shall not contain any information other than the name, list and instructions regarding the use of the item in writing or in print.
(c) It is mandatory to have the name and address of the sender written on the outside of the item or on the outside of the cover and the name and address of the sender. (d) In case of cover, both sides should be open and if not, the postage should be filed in such a way that it can be easily checked.
(e) The length, width and thickness of the packet of blind literature shall be the same as the letter and its maximum weight shall not exceed seven kg.
(f) A packet of blind literature not in accordance with the above clauses will not be processed and will be returned to the sender.
